So why is it not in the hands of those who can hack the vote best?

The level of hacks I've seen, and the ability to prove that they were
hacked, has been downright sloppy.  This is the US presidency here.  If the
vote is going to be rigged anyway, why do the professionals not
(apparently) do it?
