Some police officers would cite the extensive regulations and procedures
they currently labor under and compare themselves to robots.  (Legal code
and computer code share many similarities.)  And then there are the agents
that go on autopilot when they think there is a threat, resulting in
SWATting (when they are lied to in order to take advantage of this) as well
as, I suspect, some of the recent police shootings.

It might not be exactly what you were talking about, but there is a good
chance that the solution to what you were talking about will come from this.
