Sorry, that's not true. NSA-approved encryption is required on *classified*
networks like JWICS (
https://en.wikipedia.org/wiki/Joint_Worldwide_Intelligence_Communications_System)
and SIPRnet, but that doesn't mean classified encrypted data can be
transmitted via the public Inteernet.
