[ExI] virus scenario

Surely any conspiracy theory or any ordinary theory would predict that if
biological warfare were to be attempted, it would have a kill factor far,
far higher than this virus.  What is accomplished by killing a couple of
hundred thousand people?  (well yes, terror, of course, but not of people
against the USA)
