Yes, but who's going to do that retraining or firing?  Usually someone else
with even less idea, thus they never commit to that retraining or firing in
order to preserve their own illusion of competence.

Thus it took an outside force, such as the coronavirus epidemic, to force
this change in far too many institutions.
