That's an argument consistent with the evolutionary psychology models
I have promoted for a couple of decades.

Essentially, when the economic conditions are right for a hitler, one
will arise.

Unfortunately, the model for how the traits for war or related social
disruption evolved seems to be too difficult for all but a very few to
grok.
