That transition has already happened here.  The homeless hang out in the library during the day and sleep on the chairs.  The chairs got bed bugs.  They fumigated the library, removed the carpet and swapped out for all plastic furniture.  Now it is a lot noisier in there, but it has become too scary to hang out there anyway.
