[ExI] UK gradual re-opening after lockdown by June 2021

Sounds like they are moving towards what actually was agreed upon as the
reasonable strategy before all politicians chickend out in Europe.
Just a few much maligned countries have tried doing that all this time.
Ah well, it's not as we actually pulled it of all that well but that's not
actually the pandemic response's fault. That's because our elderly care is
inspired by certain western imperiums and frankly are quite horrible.
Any how, now something completely different.
