With the stimulus package currently being considered in the USA, it isn’t so much communism-lite as it is communism-weird: from each according to their abilities, to each according to their having a pulse.

It can be, and is.  But it can only be done if it is completely voluntary.  As soon as there is legal compulsion, that system fails.
