It is because they are insufficiently imaginative.  Either they can not
imagine doing anything but the job they are doing right now - and thus not
transitioning into art or anything else - or, if they do grasp that there
will be jobs for artists, they do not believe themselves capable enough of
anything artistic (another failure of imagination) to earn a living at.
