It's called Betteridge's Law of Headlines, named after British
technology journalist Ian Betteridge.
The law states: "Any headline that ends in a question mark can be
answered by the word 'no.'"

It is often a clickbait technique, but it is also used when the author
wants to open up a subject for discussion.  :)
