I read my piece of paper carefully (as is my wont.)  I don’t see anything in there which would suggest POTUS has the authority to tariff foreign trade or anything else.  From what I see in there, congress must do that.

 

A complication arises now, with a former representative from the former house of former representatives claiming POTUS abolished the former congress.  It isn’t clear if the former congress has been notified they no longer exist, or if that too must wait for a SCOTUS decision on whether congress still exists.  

 

If a bet is arranged, I will buy shares predicting congress will pass a law claiming congress still exists.  If a lawsuit results, I will buy shares predicting SCOTUS will find that law constitutional, based on the argument that congress existed when it passed the law that it existed, then passed the law by 2/3 majority vote overturning a POTUS veto.
