That clip cuts out at the end, so I'm going to have to ask for full
context before giving any credence to that.  For instance, if her next
words (after the cutoff) were something to the effect of "in
practice", that's a whole different thing than if she actually meant
that Congress was literally abolished.

That such context would be necessary should be obvious.
