John it was an attempt to impeach a duly elected POTUS, on the charge of perjury. Roberts tricked Obama into contradicting himself under oath. Obama said on 20 Jan 2008 under oath that he would faithfully execute the office, then later that same day he said he would execute the office faithfully. Perjury! Out with him! Let the impeachment proceedings begin!
Wellllll, Roberts’ little plot failed! Congress decided the case was too weak and Obama served his full two terms. That set a bad precedent. Twelve years later, congress impeached but were unable to remove a POTUS for wanting to make an unstated quid pro quo with the president of Ukraine. Congress ruled that to commit a quid pro quo, the defendant must actually state the deal rather than imply it. This would imply that to be convicted of a crime, the defendant must actually literally “commit” the crime rather than merely want to “commit” the literal “crime.”
Now presidents can get away with anything it seems.
