Ja, seems so to me too BillK.  It might be wishful thinking, or my own way
of hoping around the Great Filter notion, but still plausible: technology
develops, the dominant species realizes it doesn't need to send one-way
signals into the cosmos, so... it doesn't.  The span of time over which we
(or they) did it is short (a century or less) and we don't know when that
century occurred or will occur, so... everything appears quiet, even tho
plenty of advanced civilizations did punch thru the Great Filter somehow.
