Yeah.  As I understand it, basically a denial-of-service attack,
overloading the networks.  Mostly pointless by itself; the point would
be to do that in conjunction with some other bad stuff - possibly
multiple bad things at once, given the effort it would take to jam the
network and that multiple simultaneous acts could benefit.
