Huh.  I had not heard that theory before - though it would fall under
"lab leak".  (Specifically, the employee of the lab leaked the virus.)

What data I have seen suggests that both of them worked, where they
were implemented.  (Not just "mandated but worked around" or
"refused", but "the physical objects, when actually used as designed,
reduced fatalities and casualties attributed to the virus in most
cases where data was reliably measured and published, as compared to
cases where the physical objects were not used and virus-attributed
fatality and casualty data was reliably measured and published".)
