Regarding ET probes already being here in our solar system monitoring 
us, here is an old 1960's Nature paper on the topic.

Such probes might be inclined to try to get our attention by repeating 
our own radio transmissions back to us. This is a possible explanation 
for the mysterious long delay echoes, where radio transmissions echo 
many seconds or even minutes after they are transmitted that has been 
noted by radio operators since the 1920's. To date, there has been no 
satisfying explanation given.

In any case, how can we be sure there aren't already probes here?
