Adrian, the power generation facility is coupled with the data center. There is currently much political debate about AI, but power generation generally must go thru the executive branch of the federal government. Currently the executive branch is saying go ahead with the data centers but generate the power to go along with it. So in that sense, AI data centers generate power, which could in an emergency be diverted to cool Phoenix.
You suggest the owners would refuse to shut down or limit their operations. I counter-suggest that if the price is right, they would sell that power to Phoenix. I will freely grant it is likely to be expensive power. But if the choice is pay the AI guys or die, I would choose pay.
