Well, they are part of the enforcement. The executive branch commands the army, but in addition to that, and perhaps far more important, is the militia, which is not part of the government. This is good, for if the US government fails, the army fails. But the militia is still here.

Niels Borr kept a horseshoe above his office door to bring him good luck. When questioned if the great scientist believed in superstition, he explained that the horseshoe brings good luck even to those who don’t believe in it.
The US constitution protects even those who don’t believe in it.
