Ja, but any such thing has little to do with POTUS.  It would need to go thru congress.  I agree there is very low probability that will happen.  In any case, we have no way of determining what causes the approval rating of a POTUS to fluctuate.  It seems remarkably detached from everything except the economy, and more specifically the cost of gasoline.
