POTUS does not spend taxpayer money.  Congress does that.  You imagine POTUS has powers that office does not have, then object to those powers.

It is always a mistake to build power infrastructure on federal land.  Build it where it is out of reach of federal regulations.  Don’t invest in any power project built on federal land.  That was simple.
