government, and in Arizona it's even higher at 39%, and the vast majority
of private land is already being used for other things, and the small
amount that isn't is too mountainous for wind or solar.   *

is Native American tribal land, and anybody wishing to build a solar or
wind farm on them would need federal approval, and they will not get that
