Adrian, programs are cancelled regularly, having spent only a small fraction of what was initially allocated.  Some programs really are mostly for show.  I worked on one for a while: Space-Based Laser in 1989.  We had a lot of those in the late 1980s, mostly to develop technology and impress the Russians into giving up their commie ways.  It worked.  After Mr. Gorbachev tore down that wall in late 89, most of the interest in that kind of stuff went away and the program was eventually cancelled. 

The tech developed for that program (adaptive mirrors) is being used in astronomy.  A spinoff is used in the Webb Space Telescope.
