In many ways it is - relatively.  Rocket science is famously complex,
but it has also been very well studied for decades.  A lot of the
theoretical approaches are well-known, and mainly just need
engineering and financial (and financial engineering) conditions to
make them viable to implement, then someone (like SpaceX) to implement
them.  Contrast this to the economics and logistics of AI satellites -
or even of Starlink, and that's been around for a while already.
