As an example you offer a system that roars into service with marvelous sound and fury, easily visible 100 miles away, within line of sight of 20 million proles.  Once in position, they cannot be hidden.  So… what of the projects which not only can be hidden but must be?  How do you suppose the military was able to fetch Maduro without loss of life, for instance?  What is the discombobulator please?  We don’t know either.  The military prefers it that way.
