I agree they reduced the number of guards somehow, but a bribe wouldn’t do it.

Armies don’t care if soldiers are willing to die.  They have ways of seeing to it that guys obey orders.

We agree.  So the whole story is a cover for what they are really developing.  Any ideas on what that might be?
