After more than four decades of pondering the question, I am compelled against my intuition to answer no.  It feels to my carbon-based consciousness that consciousness demands a carbon substrate.  But I cannot give a solid reason why.  Conclusion: consciousness can be silicon based.

If true, that's good news for those whose consciousness is carbon based: there is a way to survive our brief shuffle upon this mortal coil.
