If you expand the definition of "system" beyond purely hardware, one
of the complaints about how ICE is doing its business is that it is
using a highly antiquated system and refusing to use modern
approaches, when the modern approaches work so much better at catching
actual bad guys and not wasting time (among other problems) catching
innocents.
