I'm a bit confused (and I don't mean about the actual meaning of the word 'ceasefire', which obviously means "you can't shoot at us, but we can shoot at you").
How can an element be 'destroyed'? Is the idea to oxidise it? That would be a bit pointless. The only thing I can think of would be to use an accelerator or a nuclear reactor to turn it into something else. Like plutonium, maybe...
(unless he means leave it where it is, for a really long time)
