One of them is happening now, the other is 'hoped' to happen in 14 - 24 years. That's a looong time, especially these days. Presumably (hopefully!) they're not taking technological acceleration into account. I'll be disappointed if we don't have hundreds or thousands of such facilities all over the world within 5 years (not saying I'm expecting it, just that I'll be disappointed if it doesn't happen).
