This is not the use that Congress authorized.  It'd be akin to a board
of directors approving a security budget for a corporation, then the
person in charge of security decides to spend some of the budget
bribing shareholders to vote out part of the board.  The laws against
doing that with government money are stricter - if they get enforced -
but it is illegal.
