If he manages to get congress to pay for that it will be true.  Otherwise, not.

 

But you bring up an important point in a way.  If anyone ever speaks of something to happen in the future, it hasn’t happened yet and might not.  Are we lying?  Is the term lying the right term?  Is every concern that AI will kill everyone a lie?  It might be.  Do let us hope so.
