expenditure.) Generally, this revelation came after damage from the lack of funding was incurred. The screwworm problem is one of the more infamous cases.

Again I must clarify my own comment: the term "we" doesn't refer to the federal government. It refers to the executive branch. If the bureaucracies report to POTUS, they are under the executive branch, which has no authority to make law. The executive branch bureaucracies can only make suggestions.

The legislative branch, congress, can make law. So... let congress create bureaucracies which report to congress. Then the regulations these bureaucracies make can be voted into law. Roe vs Wade should have been voted into law, by creating a constitutional amendment granting the fed the authority. This was done with amendment 18, granting the fed the authority to ban alcohol.

Adrian, note we are all on the same page here I think (approximately.) I am a strict constitutional originalist/literalist. But there are mechanisms in there for amendments. So use em. The strict constitutional originalist/literalist would argue the role of the federal government isn't that big. They do the military, protect interstate commerce, some infrastructure projects such as dams, interstate highways, that sorta thing. But its role has grown way beyond the original intention, and now we are paying the price.
