On the contrary John.  The military thought of that.  (Ja I know, you’re shocked, SHOCKED!  That the military isn’t made up of idiots and crazies, as everyone except Captain Lionel Mandrake in Dr. Strangelove.)

 

Suppose you had a lotta money to work with, and an early warning system for missiles.  How would you secure command and control.  Once you had that, how would you use it to ensure an angry mob of proles could not swarm lawmakers?

You might not need to go very far to get to safety, even if the bad guys could nuke everything within 20 miles.
