[ExI] Elon Musk and others call for slowdown of AI research

I don't even really believe Musk et al on this.  The slowdown is only for
those who can be talked into giving up unilaterally.

It may be a Prisoner's Dilemma, but it's one with a large number of players
in each instance rather than just two, and good reason to believe that many
of the other players will consistently defect no matter what.
