John have you heard of this:

We have the factories and designs.  All we need is the orders to start building.

Solar is good.  We will need that too.

American waters are not part of a state.  Had it been in a state, then that state would be the authority over whether it gets built.  Wind farms at sea will face that problem consistently.  

 

But if they are in a state, they won’t.  If they are in a state, and they don’t connect to the grid, such as if they are running a data center, the governor will welcome them with open arms.  If they are close to a big city such as Phoenix which might benefit from an emergency power source, they would have two governors cheering them on.  Watch US95 between Henderson Nevada and Palm Gardens.  They could stack solar, wind, coal, natural gas and nukes all along there, if they can get enough water.
