If it is 90% completed, did the US government buy it?  Who owns it now?

 

Regarding a clean power plant, the problem with wind power is that it doesn’t produce on demand, it produces on de wind.  We don’t control that.  So if de wind is blowing when the demand is down or not blowing when demand is up, it causes problems for de power company.  How well we get that in California, where de voters demanded de utilities to buy wind power.  Now… our power bills are outrageous, resulting in many residents who can’t pay.  Then what?  The utility company usually doesn’t just turn off their power, because that introduces risks.  So the cost is transferred to those of us who pay.
