<p dir="ltr">A number of them already have rifles, and it doesn't take night vision to target someone next to you who just fired a rocket. And yet, despite knowing return fire may be coming, they can't be added to protest the firers, let alone shoot them. They just wait and then get surprised when Israeli return fire arrives. The weak link is in the relative lack of Palestinian civil society.</p>
