Much crime and homelessness is related to drug abuse. So, have a drug colony out where it won’t hurt anyone, such as Termo California. The state already owns large expanses of land out there. Bring in retired shipping containers, convert each one to four rudimentary housing units. Supply the residents with piped in water, food mostly in the form of unprocessed produce (so it doesn’t cost much (but sustains life)) and all the drugs of any kind they want (confiscated from the few big timers who are caught.)<o:p></o:p></p><p class=MsoNormal><o:p> </o:p></p><p class=MsoNormal>The drug abusers in the city who are caught would be sent out there. It wouldn’t be a prison: they could leave if they can arrange transportation. But if they are caught in public in the cities using any illegal dope, the state arranges transportation for them out to there.<o:p></o:p></p><p class=MsoNormal><o:p> </o:p></p><p class=MsoNormal>There would be no law enforcement necessary in the Termo facility. <o:p></o:p></p><p class=MsoNormal><o:p> </o:p></p><p class=MsoNormal>There would be plenty of rehabilitation training available free. Everything would be free there to the user.
