Hence punishment is often misplaced, I think. Do you predict that moving addicts out of cities would lower the incidence of new drug addicts in the cities? Would the drug communes eventually die off , decreasing the per capita drug addiction stats. Much crime and homelessness is related to drug abuse. So, have a drug colony out where it won’t hurt anyone, such as Termo California. The state already owns large expanses of land out there. Bring in retired shipping containers, convert each one to four rudimentary housing units.
