Ja to all.  Once we starting really digging at the details and requirements, we completely understand why after all this time and all that sunk capital, so much of Africa is still so devoid of opportunity for local-born talent.<br>

The Chinese approach might work, but for the benefit of the Chinese of course, not for creating opportunity for Africans.  The commies appear far less apologetic about their use of brute force.  The Chinese don't really do severe introspection, ethical dilemmas and all that messy stuff.  They leave the navel gazing to the Americans and Europeans, for we are so very good at it, which is really why we aren't over there colonizing Africa's brains out right now.<br>
