Sometimes. The locals tried moving school start time later for decades. The teachers union said no. Eventually a ballot measure was approved by the voters in 2019 mandating later school starting times. The teachers union can’t refuse what the voters demand. Only then did school start later. This in itself has value, for it reminds the voters that when you have it made, change isn’t always (and isn’t even usually) good.
