The reason I suggest it is that the infrastructure for a coal plant is already in place. The Chinese are demonstrating how fast those can be built. The coal mines are already producing, the fracking facilities don’t take long to put in place. There are already places available in mountain country where it is flat: strip mines. It is very mountainous everywhere, except where a strip mine once was: they blasted away the top of the mountain. Now, it is flat there. Perfect place for a data center: it is away from population centers, the roads and rails are already in place to haul in coal, the ones which were originally put there to haul out coal.
