Wind farms at sea will face constant trouble from the environmentalists, in particular two powerful factions, the bird people and the whale people. In addition, the sea based wind farms face trouble from the boating crowd, which is growing as people get more prosperous. You get resistance from the powerful and wealthy who live along shorelines, where they can see the turbines.
