[Paleopsych] threats in groups

Doesn't this happen all the time whenever anyone wishes to lead a 
group?  No group is ever 100% (or even majority) for a given idea.  It 
seems to me that this is what's great about Democracy.  The present time 
is what will rule the decisions.
