[Paleopsych] democracy in the middle east

>>If democracy plants itself in Iraq and spreads
throughout the Middle East, Bush will be remembered as
a plain-speaking visionary.<<

--Question: why is it assumed that democracy would not
enable extremist Muslims rather than moderates to be
elected? It would be nice if, say, Pakistan were
democratic, but what if a pragmatic dictator like
Musharraf were replaced by an ideologue like Bin Laden
through free elections? The argument that free trade
prevents war has some merit... but there is no
guarantee that democracy would be enough to prevent
the rise of ideological extremists to positions of
nuclear power.
