Militarily, no.
However, they do have a right to exert pressure within their own
(Bigland-Smalland) borders. For example, they could simply state that they
will not trade with them, or allow overflights of passenger aircraft etc.
That may hurt Smalland sufficiently to coerce the population, but only if
they value their money over their freedom.

A true nationstate must be a viable proposition and not exist solely due to
the generosity of its neighbours.
