That's the problem.  Many times, they don't (or are
perceived not to) ask.  "He's got an almanac!  He must
be a terrorist!  ARREST HIM!"

It's the kind of simple policy that can easily be
communicated.  Simple and wrong, perhaps, but that's
what it tends towards when the details are left off,
as they inevitably are.
