Whoever is planning to supply Wal Mart with tags... see

Walmart is shooting for the 50 cent/tag range but has a ways to go yet.
They expect their suppliers to pay out of their own pocket to arm all
goods with them in 2-5 years.
The scanners will then become a commodity as well.
